Learn how cultural resource concerns can help or hinder your community or development projects and how these concerns can derail environmental review or become part of a community's sustainable design strategy. Gain an understanding of key historic preservation laws and how historic preservation can be an asset for community revitalization as well as for successful commercial and residential projects. Explore practical issues involved with implementation and avoid unnecessary delays in environmental reviews by learning how to comply with historic preservation requirements under CEQA and NEPA, as well as Section 106 of the National Historic Preservation Act.

Section Notes

This is an online, remote learning course, which consists of 6.5 hours of content and curriculum that is taught with pre-recorded lectures as well as at least one mandatory live Zoom session with the instructor(s). Pre-recorded lectures and live sessions are accessed via our Canvas learning system and Zoom. This course is the same length as a standard 1 day, in-person course, please be sure to plan your schedule accordingly.

This course is open February 2 - February 6, 2026, with a live session on February 6 2:00-4:00 PM PST.

Attendance of the live session is mandatory to receive credit for this course.

We allow registration through the 12:00 PM PST (noon) on the first day of the course. We cannot extend course access beyond 11:59 PM on last day of the course, so students pursuing a late enrollment acknowledge that they will have less time to complete the materials. Please contact the course representative with any questions.

Susan Lassell

Susan Lassell, M.A., serves as a Senior Managing Director with ICF, a consulting firm specializing in environmental planning and natural resource management. With over 25 years’ experience in historic preservation planning, Ms. Lassell has been recognized for her ability to smoothly navigate projects through compliance with state and federal environmental laws, including NEPA, CEQA and Section 106 of the NHPA. Having worked as a cultural resources specialist in communities across the United States, including California, New York, Texas and Washington D.C., Ms. Lassell possesses atypical depth and breadth of perspective on the these regulatory processes, allowing her to develop innovative and successful strategies for integrating federal and state requirements.

Sally Zeff

Sally Zeff has more than 30 years of experience in environmental consulting, management, permitting, mining consulting, and planning consulting; she also has extensive experience serving as a public agency planner.
